In many cases ,I will need to see your engine,or cylinders in
order to quote for proper design correction costs if engine has
been previously modified by another builder. Previously
modified engines are almost certainly lacking in efficiency
matching,  proper heat production, and dissipation of that heat.  
In most cases,  the engine can be corrected to where it needs
to be....at the front of the pack.
Extensive port mapping and calculation is required to properly
identify the  design weakness..... so, accurate estimates are
difficult over the phone....please understand this.
Most times, the answers  your looking for on  previously built
engines that are NOT impressing you, don't exist until I run full
spectrum data comparison and analyze the efficiency
parameters to determine how well individual sections internally
are working with each other.. At that time I can identify every
weakness and determine proper method of correction, and
